At Westpark Shopping Center, part of the parking lot facing Broad Street has turned into a building site. A new 8,400-square-foot strip is going up in front of the Publix, and Thompson Restaurants, one of the first tenants signed, expects the shell space to be handed over next month.
That construction is one part of a bigger change at 9645 West Broad Street. Nordstrom hasn't had a store anywhere in the Richmond region since its department store at Short Pump Town Center closed in 2020. Its return is set for this 36-year-old center with a Glen Allen mailing address. Over the next year, the most solid new-store news on this part of West Broad is at a Publix-anchored strip center from 1990.
Richmond BizSense reported on Aug. 28 that Nordstrom Rack plans to open in fall 2027 at Westpark. The store will fill the 30,000-square-foot space at 9819 W. Broad St. that Painted Tree Boutiques used to occupy. Nordstrom Rack is the company's off-price brand. It sells discounted clothing, shoes, beauty products and home decor, including brands carried in Nordstrom department stores.
Nordstrom Rack president Gemma Lionello said in a prepared statement, quoted by BizSense, "We're excited to grow our footprint in the Richmond market and introduce new customers to the Nordstrom experience."
Up to now, the closest Nordstrom stores have been out of town. BizSense counts two Nordstrom stores and seven Nordstrom Rack stores elsewhere in Virginia, and none of them is in the Richmond region. Once this store opens, the Richmond region's only Nordstrom will be on the same lot as a Glen Allen grocery store.
The new building facing Broad Street was first reported in March. At the time, BizSense described site work underway on an outparcel that county plans showed with up to six suites and restaurants, some with patios. Westpark's owner, InvenTrust Properties, said it expected the project to wrap up by the end of 2026.
By late September, two leases had been signed.
| Space in the new strip | Tenant | Size | Expected opening |
|---|---|---|---|
| One end suite | Milk & Honey Southern Inspired Kitchen | 3,100 sq ft plus a 500 sq ft covered patio | Summer 2027 |
| Opposite end | Quickway Hibachi | 2,300 sq ft | Not announced |
| Two middle suites | Unleased as of Sept. 29, 2026 | About 3,000 sq ft combined | None |
Milk & Honey is run by Thompson Restaurants, a D.C.-based group. Its company operates more than 20 Milk & Honey locations, most of them in the D.C. and Northern Virginia area, plus one in Colonial Heights that opened in 2023. BizSense lists the menu as Southern classics like gumbo, fried catfish, shrimp and grits, and chicken and waffles, many of them around $25. Salads and sandwiches run $15 to $20. There's a full bar, and the restaurant serves brunch, lunch and dinner.
Similar names cause mix-ups here. Milk & Honey is a different business from Buttermilk and Honey, the local fast-casual fried chicken spot from Lindsey Food Group, which has a location in Short Pump.
Quickway Hibachi is a fast-casual Japanese chain. The patio and the two restaurant leases match what the March plans described.
These new arrivals are the latest round of a pattern at Westpark. When InvenTrust bought the center in 2015 for $33.75 million, its tenants included Martin's, Christmas Tree Shops, The Tile Shop and Victory Lady Fitness Centers. A year later, the Martin's grocery became a Publix, one of the first Publix stores to open in the Richmond market in 2016.
Of those 2015 tenants, The Tile Shop is still there. Everything else on the owner's current roster arrived later. That roster lists:
Westpark grew more food and fitness tenants over the decade between the 2015 sale and the new strip. Now a national off-price retailer and a full-service restaurant are signed on top of that. Even the center's size depends on who you ask. BizSense put it at 172,000 square feet in March, while InvenTrust's property page lists 176,581.
Westpark isn't the only property on this block that's changing. The Costco directly across West Broad has its own expansion underway.
The plan, as WTVR reported in March 2024, adds 20,000 square feet to the 131,000-square-foot warehouse. It also moves the gas station onto neighboring parcels and replaces the current 14 pumps with 24. Henrico's Board of Supervisors approved the rezoning on June 11, 2024. On March 16, 2026, WTVR reported that Costco had started demolishing two neighboring buildings.
We haven't found a completion date for the Costco project, or any report since March saying it's finished. The pump count is the number most likely to affect everyday trips. Going from 14 pumps to 24 is a 70% increase in fueling positions on this stretch of Broad.
Taken together, here is how the block's timeline looks from mid-October 2026:
| When | What | Status |
|---|---|---|
| November 2026 | Shell delivered for the new Westpark strip | Expected, per Thompson Restaurants |
| Summer 2027 | Milk & Honey opens | Planned |
| Fall 2027 | Nordstrom Rack opens at 9819 W. Broad St. | Planned |
| Not announced | Quickway Hibachi opens | Lease signed |
| Not announced | Costco expansion and 24-pump station finished | Demolition began by March 2026 |
The building Nordstrom left behind has a slower story. Short Pump Town Center's owners bought the vacant department store in 2021. In June 2025, plans were filed to turn it into a Dick's House of Sport. Richmond BizSense reported that the filings called for a two-story gut renovation with retail space and a playing field, plus an outdoor field in the mall parking lot. At the time, no opening date was available.
In August 2026, BizSense still described that department store space as inactive. Virginia's tourism pressroom, last updated Aug. 28, 2026, lists House of Sport for "late 2026." That's a forecast, and we haven't found an exact opening day or any confirmation that it has opened. The mall's directory lists Dick's Sporting Goods as a tenant but doesn't call the store House of Sport.
That puts two Nordstrom-related dates on West Broad about a year apart. The mall's former Nordstrom building is forecast to reopen as a sporting goods store at the end of 2026. Nordstrom's own return is planned for fall 2027, about four miles' worth of Broad Street traffic lights away at a Glen Allen shopping center that opened in 1990.
